Ingest reports + load internal corpora (offline)
Reports flow from the document system via internal connector. EU legal corpus and the Czech Collection of Laws (Sbírka zákonů) are loaded as signed offline packs — no phone-home. Czech state registers (ARES, Arachne mirror, VVZ) connect via internal network only.
Encode the audit rulebook into specialist agents
Each specialist is a prompt that encodes the regulation + the Czech national implementing rules + the department's audit practice. When the agent flags something, it cites the exact article — auditors can verify instantly.

PII anonymization + local fraud model
StellarGate runs inside the ministry network. Every beneficiary name, rodné číslo (national personal ID), IČ (company registration number), and personal address is replaced with a reversible token before an LLM sees the prompt. Your fraud-indicator model (trained on historical Arachne data) plugs in as a callable tool.

Why double-financing? The two projects have different registration numbers.
Same activity ("Digital Skills" training, 45h), same target group (seniors 65+), same period (Q2 2026), same entity (matched by IČ — company registration number — in the ARES register). The two projects use different registration numbers, but CPR Art. 63(2) defines double-financing at activity level, not at registration-number level. The second project is funded by IROP. Recommend opening an audit verification.
