StellarBase
Government Problem we solve

Sovereign AI for the public sector.
Inside your network. Off the internet.

StellarBase deploys fully inside your ministry's infrastructure. No internet egress. All LLMs, agents, and workflows run on your hardware. Policy analysis, EU funds oversight, citizen services, legislative drafting — the whole platform, without a single byte leaving your security perimeter.

Sovereignty first

Built for networks that can't reach the internet.

The whole platform — ingestion, vector store, LLMs, agents, workflows, admin UI — ships as containers that run in your own data centre. Deployable into classified (air-gapped) environments with no external dependencies.

Zero internet egress

Deploy once. Disconnect the cable. Everything still works.

Ministries, defence agencies, intelligence services, regulators — any organisation where data cannot cross the internal network boundary. StellarBase runs inside the same subnet as your Epic, your SAP, your document management system.

The problem

Twelve silos. Dozens of registers. "No AI" policy.

The typical ministry runs legacy document systems, a handful of registers, email, datové schránky (Czech e-Government inboxes), and relies on paper for inter-ministerial transfer. AI is either forbidden outright or only allowed for trivial use cases because data cannot cross the internet boundary.

"We can't use AI for anything that matters" — because the rules only allow data inside the perimeter, and the AI is always outside it.

The StellarBase answer

Bring the AI inside the perimeter. Everything — LLMs, embedding models, vector stores, agents, workflows, admin UI — runs on your own hardware. Connect to your internal registers, your document system, your datové schránky (Czech e-Government inboxes). Classified workflows stay classified; public-facing workflows stay public. No internet, no exception.

Case study

EU Structural Funds oversight — 4,200 beneficiary reports, inside a ministry firewall.

A Managing Authority administers ESF+, ERDF, and Cohesion Fund programmes. Every quarter, 4,200 beneficiaries file progress and financial reports that must be reviewed for eligibility, compliance with procurement rules, double-financing, and indicator achievement — then reported to the EU Commission via SFC2021. All of it stays inside the ministry's classified network.

The traditional path
  • 4,200 reports · manually reviewed by 40-person audit unit
  • Every register query is a manual browser tab
  • Fraud indicators applied inconsistently across reviewers
  • "No cloud AI" policy blocks modern tools
  • EU Commission report late · penalties risked
The StellarBase path
  • Reports triaged automatically · auditors review flags only
  • Every register lookup done in-workflow
  • 17 EU fraud indicators applied consistently, every time
  • All inside the ministry network · air-gap safe
  • SFC2021 export generated at the end of every quarter

Reports flow from the document system via internal connector. EU legal corpus and the Czech Collection of Laws (Sbírka zákonů) are loaded as signed offline packs — no phone-home. Czech state registers (ARES, Arachne mirror, VVZ) connect via internal network only.

Encode the audit rulebook into specialist agents

Each specialist is a prompt that encodes the regulation + the Czech national implementing rules + the department's audit practice. When the agent flags something, it cites the exact article — auditors can verify instantly.

PII anonymization + local fraud model

StellarGate runs inside the ministry network. Every beneficiary name, rodné číslo (national personal ID), IČ (company registration number), and personal address is replaced with a reversible token before an LLM sees the prompt. Your fraud-indicator model (trained on historical Arachne data) plugs in as a callable tool.

Why double-financing? The two projects have different registration numbers.

ESF+ Reviewer just now

Same activity ("Digital Skills" training, 45h), same target group (seniors 65+), same period (Q2 2026), same entity (matched by IČ — company registration number — in the ARES register). The two projects use different registration numbers, but CPR Art. 63(2) defines double-financing at activity level, not at registration-number level. The second project is funded by IROP. Recommend opening an audit verification.

Regulation (EU) 2021/1060 · Article 63 Eligibility of expenditure

"Expenditure shall not be supported by the Funds if it has been supported by another Union financial instrument for the same operation. The same expenditure shall not be declared twice for support from the Funds or from another Union instrument."

Extend — same platform, different administrative workflow

Same platform handles the next political cycle. Beneficiary notifications. Public consultations. Draft legislation. Litigation support. Nothing extra to deploy.

Beneficiary notifications

Agent drafts standardised letters (in Czech) when reports need clarification. Administrative court-safe language, referenced to specific articles.

Public consultation analysis

New regulation open for comment? Agent reads all 15,000 citizen responses, clusters themes, drafts minister's reply acknowledging each cluster.

Legislative drafting

Describe the policy goal. Agent drafts text referring to existing legislation in the Czech Collection of Laws (Sbírka zákonů), flags conflicts with existing rules, prepares RIA sections.

Litigation preparation

Administrative case brought against the ministry. Agent assembles the full decision history, cited regulations, and precedent — ready for the legal department.

Building blocks

Eight primitives. Every administrative workflow.

The funds-oversight workflow used eight primitives. The same primitives combine for citizen services, FOIA, policy drafting, inter-ministerial coordination, audit preparation.

Ministry-wide knowledge base

Every decree, every consultation, every closed case, every internal memo. Indexed, searchable, cross-lingual. All inside your own network.

Policy-specialist agents

Agents per domain — public procurement, social affairs, environment, justice. Each encodes the department's rule set and senior official's judgment.

Connect national registers

Czech state registers (ARES, RŽP, RPDP, katastr), datové schránky (e-Gov inboxes), Arachne (EU). Connectors for every public data source — all inside your security perimeter.

Deterministic workflows

Same review rules applied every time. Auditable by internal control, NKÚ (Czech Supreme Audit Office), EU Commission, ombudsman — full audit trail.

Structured reports

Outputs in SFC2021, FIDIC, national reporting formats. Export-ready for EU Commission, Court of Auditors, or parliamentary enquiry.

Inter-agency collaboration

Cross-ministry workflows with strict data-sharing rules. Federal Bases with classification-based access.

Citations to statute

Every recommendation cites the regulation, article, paragraph. Czech Public Procurement Act (Zákon č. 134/2016 Sb.) §56 (4) — exact, verifiable, audit-grade.

Air-gap by default

Zero internet egress. All LLMs local. All connectors internal. Deployable inside classified networks (NBU-certifiable).

Beyond oversight

Same platform. Every administrative process.

FOIA / 106/1999 requests

Agent drafts the scope search, redacts personal data per GDPR + state-secrecy act, produces the requestor-ready packet with provenance.

Regulatory impact assessment

RIA templates, cost estimation from state register data, stakeholder impact analysis. Every line cited to a data source.

Inter-ministerial coordination

Policy circulated for comment between departments. Agent tracks positions, flags conflicts, drafts the consolidated version.

Citizen-service automation

Frontline staff ask agents for the current rule / process / precedent — no more "let me escalate to the senior clerk".

Air-gapped deployment

Inside your network. Nothing goes out. Ever.

The full platform ships as signed container images + offline data packs. Deploy into Kubernetes, bare metal, or VMware. Disconnect the internet cable — StellarBase keeps running.

Air-gapped

Zero egress. All LLMs, all models, all connectors, all data — inside the ministry perimeter. For classified workloads.

On-prem (connected)

Runs in your DC but the ministry WAN allows controlled egress for specific public registers (e.g. ARES).

Hybrid citizen-facing

Sensitive admin workflows air-gapped; public-facing citizen services on a DMZ-connected instance. Unified UX.

Built for EU public sector

Sovereign AI. Inside your firewall.

Pilot deployments for ministries, regulators, and public agencies. Procurement-friendly terms · NBU alignment · in-Czech-Republic supplier.
